To create a Star Burst Effect in PhotoShop:
1. Create a new document with a default white-filled background. Make sure that it is a square (ie: 250x250)
2. Add a new transparent layer on top of the background and make sure that it is active. 3. Using the Rectangular Marquee Tool, make several vertical rectangular areas across the layer and color fill them. (Edit > Fill). Be creative. Make them Thin Thick.
4. At the menu bar go to Filter > Distort > Polar Coordinates. Click on next. Go to Rectangular > Polar. Then click OK.
This will produce a starburst effect with hard edges.
